About KGVOA

Kerala Government Veterinary Officers Association (KGVOA), an unrelenting force in annals of the service history of Animal Husbandry Department, Govt.of Kerala, is a registered service organization representing the Veterinary Doctors working in the Animal Husbandry Department. On 26th December 2013, the erstwhile service organisations â€œKerala State Veterinary Surgeons Service Association (KVSSA)â€ representing Veterinary Surgeons and â€œAnimal Husbandry Officers Association (AHOAK)â€ representing cadres from Assistant Directors to Director made a historic decision to align together in a common platform and formed KGVOA. The organization was baptized by fire as it led an agitation, just four days after its establishment, demanding implementation of the Gita N Potty Commission Report and was daring enough to lead a 10 day dies-non, strike from 22nd February to 2nd March 2016 forcing the Government to finally approve the report as per GO (MS) No 9/2016/AHD dated 29/3/16. KGVOA represents all members from Veterinary Surgeon to the Director of Animal Husbandry Kerala. Ever since its inception KGVOA has been and continues to be in the forefront representing the interests of the Veterinary Community in general and safeguarding and promoting their service interests in particular.

KGVOA EMBRACE

Kerala Government Veterinary Officersâ€™ Association organized an online orientation programme â€˜KGVOA EMBRACEâ€™ on 14.02.2023 for the, newly appointed 75 veterinary surgeons in AHD. The Programme was a commendable initiative. As we know, veterinary surgeons in Animal Husbandry Department are often loaded with various schemes and responsibilities such as panchayath schemes, department schemes, treatment, vaccination, management of public and other responsibilities outside their curriculum. This can make it challenging for them to manage their duties effectively and efficiently. Therefore, it is important for KGVOA to provide our new members with the necessary knowledge and guidance to carry out their duties efficiently. The welcome speech delivered by Dr. Kuriakose Mathew (Gen secretary, KGVOA) and the presidential address by Dr. Dilip Chandran ( President, KGVOA) gave a brief description about Kerala Government Veterinary Officers Association and welcomed all new recruits The class handled by veteran clinician Dr. Deepu Philip Mathew on â€˜Clent and Hospital Managementâ€™ was a great way to provide new veterinary doctors with the necessary knowledge and skills to manage clients and hospital procedures to conduct their duties effectively. Dr. Shameem Alungal handled a class on â€˜Beginnerâ€™s guide to AHD serviceâ€™ which would definitely help the new recruits to have a robust idea about the service related matters which they have to do immediately after joining. The class was well appreciated by all participants. Dr. Manu Mohan delivered vote of thanks. KGVOA ensured to continue the orientation programs and providing ongoing support to the new recruits.

The programme will be conducted to provide guidance and support to all the district unit to carry out their activities effectively

KGVOA Dharna Against Suspension Of Dr. Saira R

National IVA President and Veterinary Council of India (VCI) President Dr. Umesh Chandra Sharma inaugurated the KGVOA Directorate dharna against the unjust suspension of Dr Saira, Senior Veterinary Surgeon at Kazhakootam Veterinary Hospital . VCI members Dr. Amit Nain, Dr. Sandeep Ingle, National IVA Lady Wing Convener Dr. Lakshmi Srinivasan, KGVOA State President Dr. Dilip Chandran, General Secretary Dr. Kuriakos Mathew, State Vice President Dr. Usha. R etc delivered their speech. On August 31, 2022, the Central Animal Husbandry Commissioner had directed all the state department secretaries, department heads to control the movement of animals, provide vaccination and prepare treatment protocol and give it to the veterinary doctors of the department as per the guidelines given on the issue of controlling lumpy skin disease. But after so many months, without taking any action, after the disease had spread in the state and caused heavy damage to the dairy farmers, Dr. Saira has been suspended for not undertaking steps to contain the infection. It is a part of scapegoating the doctors of the department. The allegations of bribery leveled against Dr. Saira by the inspection team is mere a repetition of the media report cooked up without any evidence. It is ridiculous that a group of officials who have nothing to do with the veterinary medicine, ignoring the report given by the head of the department and the additional director, have accused medical negligence in the investigation report. If doctors start to be suspended because of the death of cows due to lumpy skin disease, there will be a situation where there will be no doctors to work in the department in our state where according to official estimates, about a thousand cows have died due to the disease. KGVOA President Dr. Dilip Chandran in a discussion with the head of the department informed him that until the suspension of Dr. Saira is withdrawn, the organisation will continue with strong strike programs..

World Veterinary Day 2023

The Kerala Government Veterinary Officers Association (KGVOA) celebrated World Veterinary Day with great enthusiasm on the 28th and 29th of April 2023 at the scenic Mascot Beach Resort in Kannur. The two-day event aimed to promote diversity, equity, and inclusiveness in the veterinary profession, bringing together veterinary professionals and their families from across the region. **Day 1: Cultural Night and Family Get-Together** The celebrations commenced on the first day with a vibrant cultural night and a heartwarming family get-together. The event started at 5:30 pm and was marked by a warm welcome address delivered by Dr. Sridhar Raj T, President of KGVOA Kannur unit. The cultural night was inaugurated by the esteemed Shri Kanhangad Ramachadran, a renowned music director and singer, adding an aura of grandeur to the occasion. Dr. Sajeev Kumar, Vice President of the North zone KGVOA, delivered the presidential address. Around 240 people, including veterinarians and their families, participated in the festivities. The evening was filled with delightful cultural performances by veterinarians and their families, as well as guest performances by external singers. The venue, set against the backdrop of the sea shore, provided a perfect ambiance for the celebration. The cultural night continued with a rich and sumptuous dinner, allowing attendees to enjoy the flavors of Kerala's cuisine. Dr. Sariga, Chairperson of the Cultural Committee, extended her heartfelt gratitude to all the participants and organizers in the vote of thanks. The event concluded on the first day at 11:00 pm, leaving everyone with fond memories of the festivities. **Day 2: Seminar on Wildlife Welfare and Public Health** The second day of the celebration started with the registration of attendees at 9:00 am, followed by a seminar on wildlife welfare and public health at 9:30 am. Dr. Saji K. S. conducted the seminar, enlightening the audience on the importance of preserving wildlife and the role of veterinary professionals in public health initiatives. The theme of this year's World Veterinary Day Celebration was "Promoting Diversity, Equity, and Inclusiveness in the Veterinary Profession." Dr. Kuriakose Mathew T, General Secretary of KGVOA Kerala, delivered a warm welcome speech to commence the main program on the second day. Dr. Dilip Chandran, President of KGVOA Kerala, delivered the presidential address, emphasizing the significance of promoting diversity and inclusiveness within the veterinary community. The auspicious inauguration was done by the Honorable MLA of Kannur, Shri Ramachandran Kadanapally, who commended the efforts of KGVOA in supporting animal welfare and public health initiatives. The event also witnessed felicitation speeches by esteemed guests, including Dr. Usha R, Dr. Jyothimon P. B, Dr. Lekha S. J, Dr. Girish Babu M. P, and Dr. Sridhar Rajan., Dr Subin M. S, Dr Shameem A, Dr. Allwyn Vyas G , Secretary of KGVOA Kannur, delivered the vote of thanks, expressing gratitude to all those who contributed to the success of the event. The valedictory function, a fitting conclusion to the two-day celebration, was inaugurated by Dr. S. J. Lekha, District Animal Husbandry Officer (DAHO) of Kannur. The event came to a close with a heartfelt vote of thanks by Dr. V. Prasanth, Convenor of the Organizing Committee for World Veterinary Day 2023. The World Veterinary Day Celebration by KGVOA at Mascot Beach Resort, Kannur, was a resounding success, fostering camaraderie among veterinary professionals and promoting awareness about the importance of diversity and inclusivity in the veterinary profession. The event not only honored the contributions of veterinarians but also highlighted the critical role they play in safeguarding wildlife and public health. International Women's Day 2023

KGVOA celebrated International Women's Day with 'Samanwya-2023' Thodupuzha: On March 8th, the Kerala Government Veterinary Officers Association (KGVOA) held a state level function 'Samanwya-2023' to mark the International Women's Day. The event, which focused on the theme of 'Equity as means to Equality', was attended by 120 women veterinarians from across the state. The function was inaugurated by Roshan Thomas, the Chief Judicial Magistrate of Thodupuzha, and presided over by Dr. R. Usha, the State Vice President of KGVOA. Several dignitaries, including Dr. Dilip Chandran, the State President of KGVOA, Dr. Kuriakose Mathew, the General Secretary of KGVOA, Dr. Jaya Chandy, the Organizing Chairperson of the event, Dr. Aneeta George, the General Convenor of the event, Bindhu Pathmakumar, a Municipality Counsellor, Neena Nair, a member of Rays of Voice foundation, Dr. K R. Meera, Dr. Annie Thomas and Prince J. Pannanal, an advocate, also graced the occasion. The event honoured some of the outstanding women veterinarians in the state, such as Dr. Jessy K. George, Dr. Safna Issac, and Dr. Maria Lukose. Ms. S. Swetha, who won the State award in Journalism, was also felicitated at the event. The highlight of the function was a short documentary that showcased the long journey of women veterinarians in Kerala, prepared by Dr. Mariyamma Thomas and Dr. Shyju. The documentary was an inspiration to all the participants. A literary souvenir that featured the works of veterinarians from all over Kerala was also released at the event. The function concluded with a human chain formed by all the participants ,who took an oath to work towards empowering women in their work and social spheres.

KGVOA Sports Day

The Kerala Veterinary Officers Association (KGVOA) conducted a state-level sports meet for its members on September 9th and 10th, 2023 at St. Joseph's Sports Dome in Kalamassery, Ernakulam. The event saw the participation of seven districts from across the state, competing in various sports activities. The sports meet was inaugurated by KGVOA State President, Dr. Dilip Chandran, who lit the ceremonial lamp along with Dr. Mariamma Thomas, District Animal Husbandry Officer of Ernakulam, who declared the meet open. The inaugural function was attended by KGVOA State General Secretary, Dr. Kuriakose Mathew T, State Vice President, Dr. Usha R, and other Central and State Executive members. The first day of the meet was dedicated to badminton, with matches in men's singles, women's singles, men's doubles, women's doubles, and mixed doubles categories. The matches were judged by professional referees and umpires. Malappuram district bagged the overall championship in badminton, followed by Ernakulam district as the first runner-up. The teams were: - Thrissur - Venice Vikings of Alappuzha - Potbelliers Idukki - Malappuram Sultans - Kozhikode Minnals - Kottayam Tigers - Kochi Khiladis The cricket tournament was won by Venice Vikings of Alappuzha, who defeated Malappuram Sultans in the final. Dr. Rakesh Murali of Alappuzha was adjudged the Man of the Tournament for his outstanding performance with the bat and ball. The valedictory function was presided over by the eminent sports personality and Dronacharya Award recipient, Sri T. P. Ouseph, who distributed the prizes to the winners and runners-up. KGVOA State President Dr. Dilip Chandran, State General Secretary Dr. Kuriakose Mathew T, State Vice President Dr. Usha R, Ernakulam District President Dr. Eldho P. Varghese, and State Executive member Dr. Sandhya G. Nair felicitated the participants and organizers. The winners received trophies, medals, and certificates for their achievements. The sports meet was a grand success, showcasing the spirit of sportsmanship and camaraderie among the veterinary officers of Kerala. The event also provided an opportunity for the members to interact and network with each other, and to promote the welfare and interests of the veterinary fraternity.

State level orientation programme for district office bearers was conducted on 10th and 11th february , 2024 at Thrissur. The programme was conducted at Collage of Veterinary and Animal Sciences , Mannuthy.

International Womenâ€™s Day Celebrations - â€˜Inspire 2024â€™

This year’s IWD celebration was organised by the lady vets from all over Kerala at Pagoda resorts Alappuzha on March 8. Inaugural ceremony was blessed by the presence of eminent personalities. Welcome dance by Alappuzha lady Vets- Dr. Rekha Sagar , Dr. Sanuja, Dr. Madhuri, Dr. Archana and Dr. Chithra- was really refreshing. Dr. R. Usha, KGVOA State Vice-President chaired the function. State Joint Secretary Dr. Vandana C G welcomed the guests. Adv. U Prathibha, Hon.MLA, Kayamkulam inaugurated the event and delivered an inspiring speech on the occasion. In spite of being a powerful politician, she proved herself to be a successful motivational speaker as well. Her mind blowing words were coherent. Chief Guest of the Day, Dr. Sumi Cherian KAS, Deputy Commissioner, State Goods and Services Department, gave us a new sense of women empowerment by talking about economic inclusion of women. Being a Vet, she brought new insights into the role of Veterinarians to make women of farming community financially stable by introducing technologically innovative schemes. Dr. R Saira, Guest of Honour presented an excellent session as a speaker. She delivered great visuals and examples in her speech, in addition to her own life experiences as a warrior. KGVOA State President Dr. Dilip Chandran and General Secretary Dr. Kuriakkose Mathew delivered felicitations. Dr. Smitha L., District Secretary expressed vote of thanks. In between the speeches, the Souvenir – ‘Jwala’ was released by Honorable MLA. The apt name “Jwala” to the souvenir is proposed by Dr. Rekha Sagar. During the inaugural session, Honourable MLA also presented the poem written by Dr. Binu M K about Dr. Saira R to her. Chief guests were also gifted with momentos, shawl and books as a token of respect and gratitude. Photographs and videos of Lady Vets from different districts were displayed on the LED wall during the course of the event along with that of the chief guests. Variety entertainments by the lady Vets were the supreme attraction of the day. Scintillating dance performances by Dr. Divya Chandran, Dr. Roon Mariam and Dr. Sreekutty, mesmerizing Bihu dance by Dr. Rekha, Dr. Sanuja, Dr. Ambily and Dr. Archana, Rocking dance by Dr. Divya Chandran, Dr. Sajin , Dr. Chithra, Dr. Aswini and Dr. Saranya were really a pleasant experience for the audience. A visual treat presented by Alleppey lady Vets, a skit unveiling the unsung saga of lady Vet, named “Vettalu” was a pleasant surprise that took everybody to the routine of a lady Vet in a funny way. The lunch included culinary delicacies of Pagoda resorts which tasted yummy and amazing. In between we could enjoy the captivating songs by the vibrant singers Dr. Dhanya Pai, Dr. Swathy Soman and Dr. Nimila. Programmes were scheduled in such a way that time lag was negligible to finish the event in time. Participants were really thrilled to get immersed in the DJ at the end.

Annual Convention 2023 - Melodia

Annual Convention 2023 - Melodia was conducted at Kozhikode on december 30th and 31st. Hon. M. P. M. K. Raghavan inaugrated the function. The chief guest was Hon. MLA. Ahammed Devarkovil. The cultural fest was inaugrated by Dr. C.K. Shajib , hon. PSC Member. The validictory function was inaugrated by hon. MLA Kanathil Jameela.

First Arts Festival Of Kerala Government Veterinary Officers' Association Held In Shornoor

The first arts festival of the Kerala Government Veterinary Officers' Association (KGVOA), named "Niharika," was successfully conducted at Hotel Nila Regency on September 21, 2024. The event was inaugurated by the General Secretary, Dr. Kuriakose Mathew T., with the State Vice-President (Central Zone), Dr. Syed Aboobacker Sidhique, presiding over the meeting. The welcome address was delivered by Dr. Pradeep Jacob, the district president of Palakkad. Felicitations were extended by Dr. Biju B., Dr. Shameem A., State Joint Secretary (NZ), and Dr. Sivadas K. T., State Joint Secretary (CZ). The vote of thanks was given by the General Convenor, Dr. Lekha Gregorious. The fest featured a variety of competitions, including short story , poem, single semi-classical dance for ladies, single cinematic dance for gents, group cinematic dance, group medley, single light music for both ladies and gents, and skit. Ernakulam District emerged as the overall champion, while Kozhikode District secured the first runner-up position. Dr. Fidha Latheef of Malappuram was honored as Kalathilakam, and Dr. Krishnasooraj T. of Kozhikode was named Kalaprathibha. Dr. Amal Sasi won the poster designing competition held prior to the main event. The valedictory function was inaugurated by renowned writer Ashtamoorthi K. V., with Dr. Rajan Chungath, writer and former Joint Director, serving as the chief guest.It was presided over by General Secretary Dr. Kuriakose Mathew T. Dr. Rajesh P., Chairman of Niharika KGVOA Cultural Fest, welcomed the gathering. The function was A souvenir was released in connection with the function. Felicitations were given by Dr. Sreelakshmi M., district secretary, and Dr. Nishitha K. A., district treasurer. The vote of thanks was delivered by district vice president Dr. Jayakumar P. R.

FINESSE

"FINESSE 2025" -The International Women's Day Celebration organised by KGVOA was held at Hotel Rydges Inn, Kottakkal, Malappuram on 8th March, 2025. Smt.Beena R Chandran, Winner of State Award for Best Cine Actress inaugurated the function. Smt.M.K.Rafeekha, District Panchayat President, Malappuram who was the Chief Guest and Dr.Suma K, Veterinarian & Founder of Miral India - Home Decor & Jewellery brand (Guest of Honour), addressed the participants from all over Kerala, along with the eminent lady leaders of KGVOA. The participants were blessed to watch the amazing performance of Smt.Beena R Chandran in her single character drama "Ottanjaaval Maram (ഒറ്റ ഞാവൽ മരം)" on the stage. The grand function was graced by a variety of entertainment activities performed by the participants.

World Veterinary Day Celebration 2025

KGVOA World Veterinary Day 2025 was hosted by Alappuzha Unit . It was conducted as a grand ceremony at Karapuram Village Resorts , Kanichukulangara, Cherthala on 25 th and 26 th of April. On 25 th ,Cultural Night expressing the real talents of vets and their family members from different districts was the attraction. Smt. Daleema Jojo MLA ,who is also a gifted singer was the chief guest of the day and she inaugurated the programme. Dr Jyothimon P B South zone Vice President presided over the function. Programme Committee Chairman Dr Premkumar CK delivered vote of thanks.Variety entertainments ended up at 10.30 pm with a DJ. On 26 t,h an early morning Beach Walk of vets and family members at Chethi Beach , near Karapuram resorts was really refreshing. The Scientific Sessions based on the theme of the year , Animal Health Takes a Team commenced at 10.30 am which was inaugurated by Smt. K G Rajeswari, District Panchayath President. Dr Sajeevkumar K A , State President presided over the function and Dr Kuriakose Mathew T delivered welcome speech. Two wonderful sessions ,1.Animal HealthTakes a Team – A Veterinarian’s Perspective led by Dr Prasad A , Associate Prof.&Head Livestock Reasearch Station, Thiruvazhamkunnu) and 2.Animal Health -Relevance of Interdisciplinary Teamwork led by Dr Viswakala V S, Asst. Professor, Community Medicine, Govt. T D Medical College Alappuzha were highly informative and adaptable for vets. Both the sessions were lively and interactive . Dr Vishnu R S Programme Committe convenor expressed vote of thanks and the two day WVD celebration was concluded by about 2.30 pm.

പ്രൊമോഷൻ സാധ്യതകൾ തീരെ ഇല്ലാത്ത മൃഗ സംരക്ഷണ വകുപ്പിലെ വെറ്ററിനറി ഡോക്ടർമാക്ക് അനുവദിച്ച കരിയർ അഡ്വാൻസ്മെൻറ് സ്കീം (സി.എ.എസ്) തടഞ്ഞു വെക്കുന്നതിനെതിരെ കേരള ഗവൺമെൻറ് വെറ്ററിനറി ഓഫീസേഴ്സ് അസോസിയേഷൻ (കെ.ജി.വി.ഒ.എ) പ്രതിഷേധിക്കുന്നു. ജനുവരി 27 ന് സംസ്ഥാന വ്യാപകമായി അവകാശ സംരക്ഷണ ദിനമായി ആചരിക്കാൻ കെ.ജി.വി.ഒ.എ സംസ്ഥാന എക്സിക്യൂട്ടീവ് കമ്മിറ്റി യോഗം തീരുമാനിച്ചു. ഒൻപതാം ശമ്പള കമ്മീഷനാണു നേരിട്ട് റിക്രൂട്ട് ചെയ്യപ്പെടുന്ന വെറ്ററിനറി ഡോക്ടർമാർ അടക്കമുള്ള പ്രൊഫഷണൽ വിഭാഗങ്ങൾക്ക് സി.എ.എസ് ആനുകൂല്യം ശുപാർശ ചെയ്തത്. എന്നാൽ ഇതിനായി ഉത്തരവിറങ്ങിയപ്പോൾ വെറ്ററിനറി ഡോക്ടർമാരെ ഉൾപ്പെടുത്തിയില്ല. പത്താം ശമ്പള കമ്മീഷനിലും ഇത് പരിഹരിക്കപ്പെട്ടില്ല. ഇതിലെ അനീതി പത്താം ശമ്പള കമ്മീഷൻ്റെ അനോമാലി കമ്മിറ്റിക്ക് ബോധ്യപ്പെട്ടതിനെ തുടർന്ന് 2017 ൽ വെറ്ററിനറി, ആയുർവേദ, ഹോമിയോ ഡോക്ടർമാർക്ക് കരിയർ അഡ്വാൻസ്മെൻറ് സ്കീം അനുവദിച്ച് സർക്കാർ ഉത്തരവ് ഇറക്കിയെങ്കിലും തൊട്ടടുത്ത ദിവസം തന്നെ അത് റദ്ദാക്കുകയാണ് ഉണ്ടായത്. അതിനു ശേഷം പതിനൊന്നാം ശമ്പള കമ്മിഷൻ "മോഡിഫൈഡ് കരിയർ അഡ്വാൻസ്മെൻറ് സ്കീം" നൽകാൻ ശുപാർശ ചെയ്തെങ്കിലും, അതിൻ്റെ ആനുകൂല്യം അനുവദിക്കാതെ സെക്രട്ടറിതല സമിതി രൂപീകരിച്ച് റിപ്പോർട്ട് സമർപ്പിക്കാൻ വിടുകയാണ് ചെയ്തത്. ഒരുമാസത്തിനുള്ളിൽ മേൽപ്പറഞ്ഞ സമിതി റിപ്പോർട്ട് സമർപ്പിക്കാൻ നിർദ്ദേശിച്ചിരുന്നെങ്കിലും, 5 വർഷം കഴിഞ്ഞിട്ടും ഇതുവരെ റിപ്പോർട്ട് സമർപ്പിക്കുകയോ ആനുകൂല്യം നൽകുകയോ ചെയ്തിട്ടില്ല. മൃഗസംരക്ഷണ വകുപ്പിലെ വെറ്ററിനറി ഡോക്ടർമാരുടെ സേവന വേതന വ്യവസ്ഥകളെ കുറിച്ച് പഠിക്കാൻ സർക്കാർ പ്രത്യേകമായി നിയോഗിച്ച ഗീത പോറ്റി കമ്മീഷൻ സർക്കാറിന് സമർപ്പിച്ച റിപ്പോർട്ടിലും കരിയർ അഡ്വാൻസ്മെൻറ് സ്കീം നടപ്പിലാക്കാൻ ശുപാർശ ഉണ്ടായിരുന്നു. ഗീത പോറ്റി കമ്മീഷൻ ശുപാർശകൾ മന്ത്രിസഭ അംഗീകരിച്ചിട്ടും കരിയർ അഡ്വാൻസ്മെൻറ് സ്കീം നടപ്പിലാക്കാത്തത് വെറ്ററിനറി ഡോക്ടർമാരോടുള്ള കടുത്ത വിവേചനമാണ്. നിലവിൽ ആരോഗ്യവകുപ്പിലെ ഡോക്ടർമാർക്കും എൻജിനീയർമാർക്കും പ്രോസിക്യൂട്ടർമാർക്കും സ്കീമിൻ്റെ ആനുകൂല്യം ലഭിക്കുന്നുണ്ട്. പതിനൊന്നാം ശമ്പള കമ്മീഷൻ ശുപാർശ ചെയ്ത Modified CAS അതേപടി നടപ്പിലാക്കണമെന്ന് ആവശ്യപ്പെട്ട് ധനകാര്യ വകുപ്പ് മന്ത്രിക്ക് സംഘടന നിവേദനം നൽകി. വരാനിരിക്കുന്ന ശമ്പള പരിഷ്കരണത്തിൽ ഈ ആവശ്യങ്ങൾ പരിഗണിക്കാത്ത പക്ഷം ശക്തമായ സമരപരിപാടികളുമായി മുന്നോട്ട് പോകുമെന്ന് കെ.ജി.വി.ഒ.എ സംസ്ഥാന എക്സിക്യൂട്ടീവ് കമ്മിറ്റി അറിയിച്ചു.

ജനറൽ ട്രാൻസ്ഫർ - കോടതി ഇടപെടൽ

വെറ്ററിനറി സർജൻ, അസിസ്റ്റൻ്റ് ഡയറക്ടർ തസ്തികകളിൽ ജനറൽ ട്രാൻസ്ഫർ നടത്താതെ മറ്റു ട്രാൻസ്ഫറുകൾ ഒന്നും നടത്തരുത് എന്നുള്ള കോടതി വിധിയെ മറികടക്കാനുള്ള വകുപ്പിന്റെ ശ്രമത്തെ കേരള അഡ്മിനിസ്ട്രേറ്റീവ് ട്രൈബ്യൂണൽ വീണ്ടും തടഞ്ഞു. എല്ലാ വകുപ്പുകളിലും കുറ്റമറ്റ രീതിയിൽ ട്രാൻസ്ഫർ നടപ്പിലാക്കുന്ന സ്പാർക്ക് സോഫ്റ്റ്‌വെയർ നിലനിൽക്കെ, നമ്മുടെ വകുപ്പിന് മാത്രമായി സ്വതന്ത്ര സോഫ്റ്റ്‌വെയർ നിർമ്മിച്ചു മാത്രമേ ജനറൽ ട്രാൻസ്ഫർ നടത്തുകയുള്ളൂ എന്ന വകുപ്പിലെ ചിലരുടെ വാശിയാണ്, അർഹതപ്പെട്ട പ്രമോഷനുകൾ വരെ അനന്തമായി നീട്ടിക്കൊണ്ടു പോകാൻ കാരണമായത്. അഡ്വൈസ് ലഭിച്ചു മൂന്നു മാസം കഴിഞ്ഞിട്ടും പിഎസ്സി പോസ്റ്റിങ്ങ് നടത്താതെ,122 തസ്തികകൾ ഒഴിച്ചിട്ട് അഡീഷണൽ ചാർജിന്റെ ഭാരം ഈ മാർച്ച് മാസത്തിലും ഡോക്ടർമാരുടെ തലയിൽ കെട്ടിവെക്കാൻ കാരണവും ഈ അനധികൃത ട്രാൻസ്ഫർ നടത്താനുള്ള മോഹം കൊണ്ട് മാത്രമാണ്. സീനിയർ ഡോക്ടർമാർക്ക് അർഹതപ്പെട്ട പോസ്റ്റുകളിലേക്ക് ട്രാൻസ്ഫർ നൽകിയതിനു ശേഷം മാത്രമേ പുതിയ പോസ്റ്റിംഗും പ്രമോഷനും നടത്താൻ പാടുള്ളൂ എന്നാണ് പി എസ് സി പോസ്റ്റിങ്ങ് വൈകുന്നതിന് കാരണമായി നമ്മുടെ യുവ ഡോക്ടർമാരെ പറഞ്ഞു പറ്റിച്ചിരുന്നത്. അതിൽ ഇത്തിരിയെങ്കിലും ആത്മാർത്ഥതയുണ്ടായിരുന്നെങ്കിൽ, അഡ്വൈസ് വന്നതിനുശേഷം സ്പാർക്ക് വഴി ജനറൽ ട്രാൻസ്ഫർ വിളിച്ചിരുന്നെങ്കിലും ഇപ്പോഴേക്കും ഫൈനൽ ട്രാൻസ്ഫർ ഓർഡറും ഇറക്കി പിഎസ്സി പോസ്റ്റിങ്ങ് സുഖമായി നടത്താമായിരുന്നു. എന്നാൽ ഇവർക്ക് വേണ്ടത് അതല്ലായിരുന്നു. സ്വന്തക്കാർക്ക് വേണ്ടി മാത്രം ട്രാൻസ്ഫർ നടത്തി, അടുത്ത മൂന്ന് വർഷത്തേക്ക് ജനറൽ ട്രാൻസ്ഫർ വന്നാലും അവരുടെ പോസ്റ്റിന് ഒന്നും സംഭവിക്കാതിരിക്കാനുള്ള വലിയ കരുതൽ. അങ്ങനെ ജനറൽ ട്രാൻസ്ഫർ എന്ന ഒരു രാഷ്ട്രീയ പിടിപാടും ഇല്ലാത്തവരുടെ ഒരേയൊരു അത്താണിയെ ഇല്ലാതാക്കുക എന്ന ഗൂഢ തന്ത്രം. ഇത്തരം നിഗൂഢ പ്ലാനുകൾ കൃത്യമായി തിരിച്ചറിഞ്ഞു കൊണ്ടാണ്, കേരള അഡ്മിനിസ്ട്രേറ്റീവ് ട്രൈബ്യൂണൽ വ്യക്തമായ ഉത്തരവ് നൽകിയിരിക്കുന്നത്. ട്രാൻസ്ഫർ നടത്താൻ നിങ്ങൾക്ക് ആത്മാർത്ഥതയുണ്ടെങ്കിൽ ജനറൽ ട്രാൻസ്ഫർ നടത്തി കാണിക്കൂ. അതിനായി P&ARD ഇറക്കിയ ഉത്തരവുകളെ മാത്രം പിൻപറ്റണം എന്നും കോടതി വ്യക്തമാക്കി. അല്ലാതെ തന്നിഷ്ടപ്രകാരം വകുപ്പ് പടച്ചുവിട്ട ക്ലാരിഫിക്കേഷൻ ഉത്തരവുകളെയൊന്നും കോടതി വക വെച്ചില്ല. നീതിപൂർവമായ ട്രാൻസ്ഫർ ഈ വകുപ്പിൽ നടപ്പിലാക്കുന്നത് വരെയും അതിലെ അനീതികൾക്കെതിരെ ഈ സംഘടന പൊരുതിക്കൊണ്ടേയിരിക്കും.
